Bill at So Quoted is taking anyone willing to point their browsers his way on a musical journey through a few generations worth of pop culture.
It's definitely worth following.
So far he has his explanation of the project, an overall look at the 60s and the individual look at the years 1960, 1961, 1962, 1963 and 1964.
I think he's being a little too kind to the Beatles, and not hard enough on Elvis (who was already in his declining years, even by 1960).
That said, this ought to get real interesting around 74-77 (bow to the awesomeness of Frampton, or else).
(I would quibble with starting a decade at the -0 year instead of the -1 year, but many people do things that way, so that's his choice to make)
One thing these sort of lists really highlights is that record sales and radio play doesn't automatically translate to quality, and that's been the case for decades.

concerning your last paragraph, here's a tease.
I've argued elsewhere that I think 1984 is the best year in music. However, looking at the Billboard charts I end up giving that year an F.
